The Shadow - Distributing Life
Little is known about the shadow; but there presence is undeniable. They are involved in virtually every facet of aftermath life. They divy out jobs to The Legion & the The Militia; twisting the strengths of these two blue collar teams to help them continue there white collar lifestyle. They rule by playing ends against the middle to achieve a greater goal. No one seems to really know what that greater goal is, though, and many are resentful of The Shadow's lavish lifestyle.
The Shadow also controls the distribution of X. They control the most sizeable manufacturing facility for X; and have been able to maintain its distribution. They have even gone so far as to limit its flow to The Tainted Ones. Many believe The Shadow would be just as happy if The Tainted Ones ceased to exist.
This secretive team is far un-involved, and far from inocent.
